Assemblies should be symmetrical

Can I get some grease on both sides? Please?

I pulled these crank fixing bolts out of a bike this past week. The one looked like it had been immersed in cream cheese and the other was bone dry. This is not the first time I have encountered this. I'm not sure why, how or who, but usually if one side needs grease the other does as well.
